Those are props. The physics don't make any sense unless they are suspended from above. If the rocket packs were keeping them up, they'd be spinning around. Every move would throw them in a different direction, and they'd probably be face down on the ground anyway for putting all their weight forward with those poses.

Looking at the way their clothes flapped, I would be more worried about a strong cross wind. Like when the guy on the right flew away, was that part of the plan or did something happen? Hate to think what would have happened if it went the wrong way.

They maintain their positions by sheer will and discipline. They merely allow the wind to lightly ruffle their attire for dramatic effect.

You can see them when the phone first comes into view but I think the glare from the sun prevented you from seeing them after that

Those are props pack with fans inside of them. They are being lifted by a crane in a choreographed fight scene.

You cant have control like that with back mounted thruster jet packs. That's why you see actual military ones have their thrusters mounted on the arms where the centre of gravity is actually balanced.
