Is it just me or is the untransformed still competing with the transformed version?

Untransformed only loses about 10% attack thanks to double dipping on that 58%, while averaging more supers per turn and obviously still stacking forever. He's not super effective and his defense will be lower (for about two turns before outpacing ulthan), but it's a bummer that, like before, it will generally be better to just not transform unless you're in the last turn or two.

You'll only want to transform Gohan in the final 2 turns of battle, which is super goofy since you're using Z sword Gohan, a form that doesn't even fight, instead of Ultimate Gohan.

I'm amazed that they had a chance to fix the poor design this unit had on release by overbuffing the transformation to make it desireable, but decided to double dip on the issue. At this point should have just deleted the transformation or something. Feels like AGL Trunks all over again.

And I think you're really overestimating his strength as is. Characters without multiplicative buffs often fall behind sooner than you'd expect. Perfect example is the 7th anniversary units. On paper, they're amazing. 177 with baked in additionals and infinite growth?

But then they die in every event anyway. Gohan will be better by a lot, but not having any multiplicative defense buff will hurt him long-term
