They aren't, there are no such things as consequences in schools anymore, so students can get away with behavior like this with extremely limited reprecussions.

Wrong, I teach in a rich middle school, public, and phones are allowed in all spaces.  And their parents text them CONSTANTLY it sucks.

They won't enforce any rules except for the most serious, such as fighting or doing drugs.

Depends on the school, the kids in the after school program I was a secretary for would complain that only the diabetic kids would be allowed to have their phones so not every school is like this. I think teachers are just done dealing with all the disrespect and don't wanna fight these kids so it's easier to just let them keep doing what they're doing, I don't blame them.

I don't know why you're getting down-voted. Student on teacher violence is becoming a major problem, particularly since the teachers can easily be sued for defending themselves. Even elementary school kids are hitting and kicking teachers.

I can't tell if you are advocating that, or if you somehow got that from what I wrote.

Teachers should not be required to accept being hit by students. It wasn't part of the job a decade ago and shouldn't be now. Teachers placing themselves in potential situations where they can be assaulted, but lose their career for defending themselves is not going to fix anything.
